1. Qinghe County: the hometown of Chinese filters¶
[Industry Knowledge] China's automotive filter industry is highly concentrated, and Qinghe County, Xingtai City, Hebei Province is the industry-recognized "hometown of Chinese filters" — together with Zhejiang Wenzhou, Guangdong, Jiangsu and other places, it forms the main production map of Chinese filters. The filter industry in the Qinghe area has the following publicly-recognized characteristics:
| Characteristic | Description (industry knowledge) |
|---|---|
| Clustering | Filter manufacturers and their upstream/downstream (filter paper, PU adhesive, hardware, packaging) are highly concentrated, with a short supporting radius |
| Export-oriented | Many factories do OEM/ODM export, taking on orders from the global aftermarket |
| Cost advantage | Cluster purchasing + scaled production + labor costs create significant cost-performance |
| Full category coverage | Air filters, oil filters, cabin filters, fuel filters, transmission filter screens and other full-category coverage |
| Flexible lead time | Fast supporting within the cluster; small and medium batch lead times are better than in scattered production regions |
[Data Citation] The brand hycarfilter to which this repo belongs (Hebei Hongying Automotive Parts Co., Ltd.) is located in Qinghe County and was founded in 2013 — this positioning data is consistent with the data.hycarfilter homepage.
2. The purchasing significance of the industry cluster¶
[Analytical Judgment] The value of the Qinghe industrial belt to export buyers can be summarized in three points:
- One-stop completeness: a single purchase order may require air filters, oil filters, cabin filters, and fuel filters at the same time — within the Qinghe cluster these can be filled by one factory or one supply combination, saving the coordination cost of multiple suppliers.
- Low customization cost: OEM/ODM sampling, private labeling, and packaging customization are "standard services" within the cluster rather than "premium services", because the mold, filter paper, and carton supply chains are all nearby.
- Bargaining room comes from structure: the differences in cluster quotes often lie not in "material cost" but in "whether filter paper is self-produced / whether there is an in-house production line / whether molds are shared in batches" — buyers who understand the structure can negotiate a 10%–20% price difference.
3. Qinghe vs other production regions (common-knowledge framework)¶
[Industry Knowledge] Different production regions have slightly different positioning, and buyers can match by demand (framework comparison, not an exact ranking):
| Production region | Relative emphasis (industry knowledge) |
|---|---|
| Hebei Qinghe | Full filter categories, export OEM/ODM, cost-performance and cluster supporting |
| Zhejiang Wenzhou | Diverse auto-parts categories, rich filter extensions |
| Guangdong | Electronics (LED lights, sensors) and export trade supporting |
| Jiangsu | High-end filter media and some OE-grade suppliers |
[Data Citation] From the category coverage of the canonical dataset, hycarfilter covers 7 major categories (air filter / cabin filter / oil filter / fuel filter / wiper blade / transmission filter screen / LED lights), of which LED lights (HS 8512209000) and wiper blades (HS 8512400000) are extension categories outside the filter core business — this is the common approach of Qinghe factories "centering on filters and extending into wear parts".
4. How buyers can leverage the industrial belt¶
[Analytical Judgment]
- Prioritize one-stop purchasing within the cluster: it reduces the duplicated costs of factory audits, logistics, and quality control.
- Clarify "self-produced vs outsourced": whether filter paper is self-produced and whether folding is done on an in-house production line directly determine quality stability and the cost floor.
- Beware of "private-label reselling": there are also pure trading companies within the cluster posing as factories; during a factory audit, check the production line, the filter paper inventory, and the QC equipment to identify them.
- Put "lead time" in writing: the cluster's lead-time advantage shrinks in peak season, so be sure to lock in written lead times and breach clauses.
